Palm Springs voters will decide on Measure C, which will ask them to uphold or reject the City Council’s vote last year extending for a decade the development agreement for the proposed $400 million Shadowrock Resort development along the sprawling mountains in Chino Canyon, near the gateway to Palm Springs.
