Suspected Indio shooter wore ankle bracelet

There are a lot of questions about why the suspect in the Indio shooting, Lawrence Moreno, was given an ankle bracelet not once, but twice.

We takes a closer look at GPS monitoring and it’s role in the recent crime.

“Monitor their behavior and keep them on track to rehabilitation,” said Indio police Srt. Dan Marshall.

GPS ankle bracelets track where the person is at all times, but not all are designed to be monitored 24/7.

“If the parolee is saying, ‘Hey I’m looking for jobs everyday, I’m seeking employment.’ The parole agent can review that. They can see if they are actually leaving their residence going to look for jobs,” said Marshall.

Lawrence Moreno was on a GPS monitoring bracelet as a condition of parole after he posted bond at the time of both shootings.

“Immediately after the first shooting he cut his ankle bracelet off we were able to locate that and put that case together that is what he was arrested for the first time. The second time, it was almost the same situation. We were able to trace his bracelet to the location and then immediately after the shooting he cut the bracelet off,” said Marshall.

So why was he allowed a bracelet a second time?

“Bail is a right that we all enjoy, he was able to make the bond. It was a $100,000 bond,” said Marshall.

Detectives were able to use the GPS information for the investigation.

“Those GPS ankle monitors are very precise, they are within feet. So we were able to go back to parole, they shared where the travel of the GPS was by dots and we were able to put him at the location,” said Marshall.

Marshall said ankle bracelets are a tool for corrections and law enforcement, it is not protection for victims.

“With restraining orders and GPS monitoring those still are mere pieces of paper, they are still mere mechanical devices. A person that has that situation in their life should always be vigilant and report anything they see to their local law enforcement,” said Marshall.

Certain registered sex offenders and Riverside County inmates using the ankle bracelets in lieu of jail are monitored 24/7.

He is considered armed and dangerous. You can report anonymously and you could be eligible for a reward.
