Victorville man charged for allegedly trying to take money from City of Palm Springs bank account
A Victorville man who allegedly tried to access a city of Palm Springs bank account was charged today with identity theft and possession of a forged driver’s license or ID card.
Ryan J. Carter, 35, was arrested Friday at his home in connection with “multiple fraudulent attempts” he allegedly made to access a city account and open lines of credit, according to Palm Springs police. The city Treasurer’s office notified police of the alleged fraud in April, Palm Springs police Sgt. William Hutchinson said.
Carter is not a former municipal employee and has no known association with the city of Palm Springs, according to police. It’s unknown how Carter allegedly obtained the city’s banking information or whether he has targeted any other cities in a similar fashion, but “investigators are looking into that possibility,” Hutchinson said.

Following his arrest, Palm Springs police searched Carter’s home, where alleged “evidence related to this specific case and additional crimes related to identity theft and fraud were discovered and seized,” Hutchinson said.
Multiple fake IDs were allegedly found at the defendant’s Victorville home.
Carter pleaded not guilty to the charges Tuesday afternoon. He is being held at the Larry D. Smith Correctional Facility in Banning in lieu of $1 million bail pending an Aug. 3 felony settlement conference.
