“No problems” says CPA firm about Palm Springs economic incentive programs
The results are in for the independent audit into the Palm Springs economic incentive programs. Brabo & Carlsen, a Palm Springs based CPA firm, found no major problems with the way those city funds were distributed between 2008 and June of this year.
Independent Accountant’s Report
Our KESQ/CBS Local 2 investigations last month showed inconsistencies with how some of those grants were handed out. Among the big questions, was why the city accepted spreadsheets as proof of payment when cancelled checks to contractors were required by the guidelines of the grant. The audit acknowledged at times files were incomplete — and should be strengthened to comply with those guidelines. But the rest of the report focused on advising how the city should organize its paperwork using office supplies, suggesting fastener files, file dividers, and avoid duplicate copies of papers.
City Manager David Ready offered this statement about the audit:
“I’m pleased that the auditor noted in the report, “It appeared that the City’s documentation substantially showed that grants funds were distributed in a manner that is materially consistent with program objectives and guidelines…’ “That being said, we had already implemented a range of revised policy protocols for the program to strengthen the internal controls – the auditor also reviewed those changes.”
An audit of the city’s redevelopment land sales is being conducted by an LA law firm — but that report is not yet complete.
