BISMARCK, N.D. (AP) — North Dakota voters have rejected ballot measures to legalize recreational marijuana, to outlaw most local property taxes, and to make it harder for citizens to change the state constitution. The measures were some of five before voters in the conservative state in Tuesday’s general election. Critics said the property tax proposal would have led to dramatic cuts in state services. Opponents to recreational marijuana said the drug has harmful physiological and societal effects. Those against adding requirements for constitutional initiatives said that measure would trample on citizen democracy. Voters did pass a measure to replace outdated language related to disabilities in the state constitution.
