All lanes had reopened to traffic at 9:00 a.m. and residual slowing was beginning to clear.
The earlier collision was in the freeway's westbound lanes between Washington Street and Cook Street.
Westbound traffic was backed up to east of Washington Street. Only one traffic lane was open westbound. Eastbound traffic was not impacted by the collision.
The CHP reports an overturned vehicle that also collided with a driver in a white Dodge pickup truck.
