Government Blames Off-Road Staff For Deadly Accident In Lucerne
The U.S Bureau of Land Management says its staff failed to follow established procedures for permitting and monitoring a Mojave Desert off-road race in which eight spectators were killed.
An internal review released Friday found that BLM staff in the Barstow, Calif., field office did not hold a pre-race consultation with promoters and did not get a detailed operating plan as required. Furthermore, a ranger assigned to patrol the area where the Aug. 14 race was held did not monitor the event.

The review does not specify who was responsible for permitting the event in which a competing truck plowed into spectators crowded along the course. The review does not say whether that person faced any repercussion for not following agency procedures.
