San Bernardino city councilman accused of conducting harassment campaign
A San Bernardino city councilman who allegedly posted sex-related Internet advertisements divulging personal information about individuals he’s accused of stalking was charged today with more than two-dozen felonies and misdemeanors.
Robert David Jenkins, 33, of San Bernardino, was the subject of an investigation by the Riverside County District Attorney’s Office following allegations he conducted a harassment campaign targeting two county residents, according to the D.A.’s office.
Jenkins, free on $25,000 bail, is slated to be arraigned Dec. 17 at the Riverside Hall of Justice on 15 counts of identity theft, two counts of stalking, one count of forgery and 12 misdemeanor counts of harassment by means of electronic communication — also known as “cyber-bullying.”
The councilman did not immediately return calls for comment.
According to prosecutors, Jenkins allegedly placed several personal ads on Craigslist.com seeking casual sexual encounters. The person advertised as wanting the encounters was a woman that Jenkins had been pursuing, prosecutors allege.
The defendant allegedly posted specific identifying information about the woman, listed in court documents as Jane Doe, including her real name, photographs and home address, according to the D.A.’s office.
Individuals responding to the Craigslist post were given the victim’s contact information, as well as contact information for a “person with whom the victim had a relationship,” District Attorney’s Office spokesman John Hall said.
“The investigation revealed that the Internet protocol addresses associated with the Craigslist ads connected back to Jenkins in various locations, including a home of relatives and also Jenkins’ place of employment,” Hall said.
According to the D.A.’s office, in an effort to cover his tracks, Jenkins allegedly falsified a San Bernardino Police Department internal memorandum, using the names of a sergeant and lieutenant, concocting a story that the councilman, too, had been the target of harassment via the Internet.
The memo was circulated but soon identified as fraudulent, investigators said.
Jenkins, a special education teacher, represents Ward 2, an office to which he was elected in July 2011.
