Slipping voter support for ballot measures aimed at further regulating doctors

A new Field Poll finds support is dropping for a proposal to require drug testing of doctors and raise the cap on medical malpractice claims.

Just 34 percent of likely voters say they support Proposition 46, which would raise the current $250,000 cap on damages for pain and suffering caused by medical negligence.

The poll released Thursday finds 37 percent are opposed and 29 percent are undecided.

A measure to allow the state insurance commissioner to review rate changes, Proposition 45, has just 41 percent support among likely voters.

Field finds 26 percent are opposed and 33 percent are undecided. Both initiatives held comfortable leads this summer.

The Field Poll interviewed 467 likely voters from Aug. 14-28. It has a sampling error margin of plus or minus 4.8 percentage points.
