A ballot measure is being blamed for an increase in shoplifting cases in California.
Large retailers, including Target, Rite Aid and CVS Pharmacies, said they have seen shoplifting jump at least 15 percent since California voters reduced theft penalties more than a year ago.
Statistics complied by The Associated Press show shoplifting in Los Angeles increased by a quarter in the first year after voters approved Proposition 47.
But several experts said there is no proof that reduced criminal penalties caused the shoplifting surge.
