DHS Man Makes ‘Most Wanted’ List
RIVERSIDE – A Desert Hot Springs man has been added to Riverside County’s “Most Wanted Fugitives” list.
In 1995, Richard Stanley Howen was convicted of lewd and lascivious acts with a child under 14 in San Bernardino County.Just three years later, in 1998, he was convicted of failing to register as a sex offender.
Up until April 27, 2008, he was in compliance. After that, authorities lost track of him.
His most recent address turned up to be a vacant lot in Desert Hot Springs. Now, authorities don’t know where he is.
